I can totally understand a goalkeeper holding the ball for 10 seconds as no one is looking at a stopwatch, but 20 seconds is a bit extreme considering the fact that someone is actually counting out loud for five seconds. 😅 this kind of inconsistency just makes it really difficult to implement new laws at the grassroots level. For clarity and the new rules on a second touch on a PK, it is only a re-kick on a second touch by the kicker if the goal is scored. The definition of a “Deliberate Play” has caused a ton of misunderstanding across the world. We must use the guidance provided by IFAB in the laws of the game, not the common English definition of deliberate.
